To help us deliver our responsibilities, we are seeking a qualified and experienced individual to fill the Head of Intelligent Transport Systems (ITS) Systems role within the Operations Team in the Roads Directorate.
You will lead the ITS Systems Team in the management, delivery and performance of our Traffic Scotland System and associated Traffic Scotland Systems Contract. This long term, high value contract forms a critical part of the delivery of our Traffic Scotland Service by enabling the safe / secure collection and distribution of real-time traffic information to the travelling public. This long term, high value national contract is a critical component of our Traffic Scotland Service focussed on the safe and resilient operation of the trunk and motorway road network.
This is a highly technical delivery area and you will oversee the management and development of a complex national estate of ITS platforms and technology solutions via annual investment programmes. ITS is an enabler across many areas of transport and you will work closely with colleagues from a range of internal and external teams to support integrated delivery of our services. It is also a rapidly evolving field, with developments taking place in a wide range of areas, including in connected and autonomous vehicles, data and connectivity. You will manage the Roads Directorates annual energy budget, working with energy providers and our supply chain to implement measures to drive down energy usage and achieve best value.
You will also lead the provision of policy / standards and technical expert advice and challenge of the Roads Directorates management and investment in electrical / lighting assets and the operation of traffic signals.
Transport Professional Pay Supplement
This post attracts a £5,000 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
Responsibilities
• You will be responsible for leading a team of 4 B3 Project Managers and will form part of the Operations Management Team, working closely with the National Operations Manager – ITS and other C band staff to set direction, oversee service delivery and manage risks.
• You will be responsible for The Traffic Scotland System and associated high value Traffic Scotland Systems Contract to ensure the ongoing secure and effective operation of our national estate of ITS systems and technology platforms.
• You will oversee the delivery of annual programmes of ITS system investment to address technology obsolescence and support continuous improvement and best value in service delivery. In doing so you will work across TS / SG to ensure that our underlying ITS solutions best support operational safety of the road network and deliver the right outcomes.
• You will lead the delivery of a highly complex multi-year project to deliver on STPR2 recommendation 34 to replace the existing Traffic Scotland System. This will include the procurement of a range of services and contracts associated with the Traffic Scotland System.
• You will lead on energy management for The Roads Directorate, including all aspects of financial management and working with energy suppliers and our supply chain to drive down energy usage.
• You will oversee the provision of expert services and policy / standards development to support colleagues across The Roads Directorate in the delivery of electrical schemes and oversight of traffic signal operation.
• You will play a leading role in the development of ITS strategy / policy and engagement across a wide range of TS, SG and industry partners to deliver integrated services and take best advantage of technology change to inform all aspects of Transport Scotland’s ITS technology.
• You will be required, on a rota basis, to assist Transport Resilience partners in the response to the consequences of critical or major issues on the trunk road network , ensuring that our supply chain take appropriate action to restore the trunk road network back to normal operation as soon as possible and to brief Scottish Ministers and the media at the earliest opportunity.
