Job Description
We’re looking for an experienced Commercial specialist to join our team in the role of Commercial and Commissioning Business Partner.
It’s an extremely exciting time here at HM Courts and Tribunals Service (HMCTS) – we are currently undertaking a first-of-its-kind Change Programme to modernise judicial service and exploit digital technologies to better serve the public. With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world, and is the most significant transformation of courts and tribunals since the 19th century.
As a Commercial & Commissioning Business Partner in the Change Directorate you will be supporting the change in our world-leading justice system. The Portfolio is ambitious and we need a resilient, resourceful and adaptable person to help make it happen.
You will be supporting the Senior Business Partner to identify/define requirements, deliverables and outcomes for commissioning; this will involve using your own judgement, supporting programmes to translate needs into deliverables, drawing on past experience and learning from other commissions across government. You will also generate Commissioning Strategies based on the various inputs from the Programme/Project/Workstream and Commercial.
We are looking for you to lead on the Define stage of the procurement cycle of Define, Buy and Manage. Defining business requirements with the projects and programmes across Reform and HMCTS ensuring that all aspects are fully covered and articulated to enable the market to understand our needs and to develop meaningful and manageable contracts.
Skills needed:
• Experience of delivering successful commercial & commissioning outcomes particularly within Technology.
• Experience of working within Government and awareness of procurement routes
• Strong business acumen and ability to show evidence based decision making
• Experience in leading and motivating a small team
• Excellent stakeholder management skills
• Excellent written and oral communication skills
• Awareness of public sector procurement legislation
