About the Role
We are looking for a strategically minded and highly motivated Principal Manager to join the Green Partnerships team within the Donor Partnerships (DP) department. This is a unique opportunity to shape the future of climate finance through innovative use of blended concessional finance mechanisms.
The Principal Manager will lead the management and development of major multi-donor platforms that support the EBRD’s green economy transition. You will identify strategic funding opportunities, build and manage critical donor and partner relationships, and design innovative blended finance structures that accelerate investment in climate and environmental action.

Key Responsibilities
As Principal Manager, you will be responsible for a wide range of high-impact tasks across donor relations, programme management, and resource mobilisation, including:
Programme Development and Innovation
- Manage existing multi-donor facilities and lead the design of new, strategic financing platforms that align with EBRD’s climate, environmental, and sustainability strategies.
- Structure and develop innovative funding concepts, financial instruments, and business models that deploy blended concessional finance to mitigate climate risks, promote adaptation, and preserve natural capital.
- Work collaboratively across departments to co-create solutions that are both commercially viable and environmentally impactful.
Donor Engagement and Fundraising
- Identify and pursue new funding opportunities aligned with EBRD’s green agenda.

- Collaborate with other international financial institutions (IFIs), multilateral development banks (MDBs), climate funds, and non-governmental organisations (NGOs) to advance joint objectives and coordinate resource mobilisation efforts.
- Represent EBRD in relevant climate finance fora and working groups, contributing thought leadership and building institutional visibility.
Resource Management and Compliance
- Manage a portfolio of donor-funded resources, ensuring that funds are deployed effectively, transparently, and in alignment with both donor requirements and EBRD strategy.
- Support operational teams across Banking and Policy to structure transactions, deploy concessional finance, and secure necessary approvals.
- Ensure robust oversight of legal agreements (term sheets, contribution agreements), fund compliance, and reporting requirements.
- Provide timely updates to donors and stakeholders on project milestones, disbursement progress, and impact metrics.
Person Specification
Essential Skills and Experience
- Proven experience designing and managing large-scale, complex donor-funded programmes focused on climate change, natural capital, or environmental finance.
- Strong track record in structuring and deploying blended finance solutions in emerging or developing markets.
- In-depth knowledge of climate finance architecture, including the Green Climate Fund, Global Environment Facility, Climate Investment Funds, and similar institutions.
- Demonstrated success in building and managing high-level donor relationships, particularly with bilateral and multilateral development agencies.
- Strong understanding of concessional finance instruments and their strategic deployment in banking transactions.
- Excellent stakeholder engagement, negotiation, and communication skills, with the ability to operate confidently at senior levels across public and private sectors.
- Ability to think strategically and innovatively to address complex global challenges through finance and partnership.
Desirable Qualifications
- Master’s degree in finance, economics, environmental sciences, international development, or a closely related field.
- Experience working in or closely with international financial institutions, development banks, or donor agencies.
- Knowledge of impact measurement methodologies and ESG frameworks.
